On February 21, China National Heavy Machinery Corporation (CHMC) signed the Implementation Agreement (IA), Lease Agreement (LA), and Pumped-Storage Hydropower Agreement (PSHA) for the Upper Tatay Pumped-Storage Hydropower BOT Project with Cambodia’s Ministry of Mines and Energy (MME) and Electricité du Cambodge (EDC) in Beijing, marking a significant milestone in the project’s development.
As a vital component of Cambodia’s energy interconnection network, the Upper Tatay Pumped-Storage Hydropower Project represents another major infrastructure and livelihood project under China-Cambodia win-win cooperation. The project, jointly invested and constructed by CHMC—a subsidiary of SINOMACH Heavy Equipment Group Co., Ltd. (SINOMACH HE)—and relevant partners under the BOT model, signifies a new breakthrough in SINOMACH HE’s deep exploration of the Cambodian market. This achievement follows the Tatay Hydropower Station’s decade-long track record of exceeding power generation targets and the commencement of the Upper Tatay Hydropower Station, further demonstrating SINOMACH HE’s active commitment to the Belt and Road Initiative.
The signing ceremony was attended by H.E. Keo Rottanak, Minister of Mines and Energy; H.E. Ty Norin, Permanent Secretary of State of MME; and H.E. Kok An, Member of the Cambodian Senate. Representing CHMC were Mr. Xiao Ping, Deputy General Manager of SINOMACH HE and Chairman & General Manager of CHMC; Mr. Chen Yonglin, CHMC’s Chief Financial Officer; and Mr. Xu Jia, Deputy General Manager of CHMC, among others.
H.E. Keo Rottanak expressed gratitude to SINOMACH HE and CHMC for their longstanding contributions to Cambodia’s infrastructure development, economic growth, and improvement of public well-being. He expressed confidence that SINOMACH HE would deliver the project with high quality, further enriching the comprehensive strategic partnership between Cambodia and China.
Xiao Ping extended appreciation to MME and EDC for their trust and support. He affirmed that SINOMACH HE would spare no effort in advancing the project efficiently, aiming to build a safe, efficient, green, and sustainable modern pumped-storage hydropower station that would serve as a new benchmark for regional energy cooperation under the Belt and Road Initiative.
Brief Introduction of Upper Tatay Pumped-Storage Hydropower Project
The Upper Tatay Pumped-Storage Hydropower Project was listed in the Third Round of Key Projects in China-Cambodia Production Capacity and Investment Cooperation during the Third Belt and Road Forum for International Cooperation. Located upstream of the Upper Tatay Hydropower Station currently under construction by SINOMACH HE, the project boasts a total installed capacity of 1,000MW.
Upon completion, the project will significantly enhance Cambodia’s peak-load regulation capacity, ensure the safe and stable operation of the power grid, and provide critical support for the large-scale development of clean energy sources such as solar power, thereby sustaining Cambodia’s rapid socio-economic growth. Simultaneously, it will further optimize SINOMACH HE’s green and low-carbon industrial deployment across Belt and Road partner countries, driving high-quality sustainable development to new heights.
