This year marked the 10th anniversary of the Belt and Road Initiative. During the Third Belt and Road Forum for International Cooperation held from October 17 to 18, 2023, the leaders of China and Cambodia witnessed the signing of the list of key projects for the Third Round of China-Cambodia Production Capacity and Investment Cooperation, and the 1000MW Pumped Storage Power Plant Project in Upper Tatay was listed among them. At the same time, CHMC and Cambodia Ministry of Mines and Energy signed a memorandum of understanding on the development of 1000MW Pumped Storage Power Station in Upper Tatay, Cambodia, marking the official start of the Project development.

The Upper Tatay 1000MW Pumped Storage Power Station Project is a positive measure taken by the Cambodian government to improve renewable resources, especially the impact of solar power generation on the stability of the power grid. It is a positive measure taken by CHMC to actively implement the 'Belt and Road' initiative. After Cambodia Tatay Hydropower Station in overfulfilled its power generation plan for 9 consecutive years and Cambodia Upper Tatay Hydropower Station started construction, it is another positive attempt to implement the 'going out' strategy and deeply develop the Cambodian market.

The Project will play a fundamental role in ensuring the safety of Cambodian local power grid, promoting the consumption of new energy, improving the performance of the whole system, and building a new power system. It is an important part of Cambodia's energy internet, an important guarantee for the large-scale development of clean energy such as solar energy in Cambodia, and of great significance for promoting local economic and social development. It is another large-scale infrastructure project for people's livelihood, for win-win cooperation between China and Cambodia.
