CHMC “Belt and Road” construction again had the news of victory. On October 15, 2019, Laos Nam Ngum 4 Hydropower Station Project contracted and constructed by CHMC, closed the river successfully.

CHMC President, Mr. Jin Renzhe, CHMC CFO, Mr. Zheng Tian，EDL(Electricite du Laos) Deputy Director, Mr. Komonchanh PHET-ASA，and the responsible persons of the construction companies, attended the River Closure Ceremony.

In the morning of October 15, colored flags fluttered and honored guests gathered, at the Project site of Laos Nam Ngum 4 Hydropower Station. At 10:00 am, the river closure formally began, under the order from Mr. Zhou Renfei, CHMC Project Manager of Nam Ngum 4 Hydropower Station: engines roared; heavy trucks in turn dumped the stone into the closure gap; excavators and bulldozers alternatively worked; the Nam Ngum River changed its course, and the water flooded into the diversion channel. When the last truck dumped the stone, the flowing water in the Nam Ngum River was blocked, and the river closure of the Hydropower Station was successfully completed, which marked that the Project entered into the main dam construction stage in an all-round way.

In the Ceremony, Mr. Jin Renzhe made a speech: as an important Project in Chinese “Belt and Road Initiatives”, the Nam Ngum 4 Hydropower Station Project has always been attached great importance by the Chinese and Lao governments. It is an important livelihood project for the people in Laos, and after the Project is completed, it will significantly enhance Lao power generation capacity, play an important role to promote the local economic and social development, and improve people's livelihood. Mr. Jin Renzhe stressed: adhering to the core value of 'Integrity, Innovation, Responsibility and Excellence', and in line with the construction principle of 'Emphasizing Safety, Quality and Efficiency', CHMC selected and appointed the excellent staffs in the Project management, adopted the excellent equipment, strengthened the construction management, and whole-heartedly did a good job in the Project engineering construction, to set up a new benchmark for CHMC overseas EPC Project, and build a new monument for the traditional friendship between China and Laos.

EDL Deputy Director Mr. Komonchanh PHET-ASA stated: the Nam Ngum 4 Hydropower Station Project is one of the important projects to supply electrical power in the northern part of Laos; the on-schedule and successful river closure of the Project has a far-reaching significance to promote the development of local industries and improve the lives of residents. He would like to show his sincere thanks to CHMC and the related constructors. Mr. Komonchanh PHET-ASA hoped that the participating constructors would actively propel the construction of the Project, and complete the construction work as scheduled, in high quality, high efficiency and safety.

Persons from EDL, CHMC Nam Ngum 4 Hydropower Station Project Department, and the participating constructors, totally over 100, attended the water closure Ceremony.
